Brown, Governor, State of California State Capitol Building Sacramento, California Dear Pat: Replying to your letter of July 13th, recommending that the seven states of the Colorado River Basin request the Secretary of Interior to cause to be prepared and published a comprehensive up-to-date inventory of the water resources of the Colorado River system and their relation to the known demands on these resources, let me assure you that I am always in accord with any program for the collection of the basic data needed to reach decisions in relation to resource development. Many studies of such a nature have already been made by the Department of Interior and other agencies. I feel that a request to the Secretary should be more definitive and should provide him with more definite guide lines under which to make such a study. I would appreciate it very much if you would en-lighten me as to what you have in mind as the purpose of such a study in order that I may refer this important matter to the Colorado Water Conservation Board which is the agency in the State of Colorado designated by statute to formulate the state's water policy.
