The Company serves water to approximately 24,000 acres near Rocky Ford--on the Arkansas River east of Pueblo--and derives part of its supply from the western slope of the Rockies through an abandoned railroad tunnel running under the Continental Divide. Since the tunnel has deteriorated and would be expensive to rehabilitate, the Company has sought alternate means of conveying its western slope water to its service area. Under the approved 40-year service contract the Company's water will be conveyed by the Fryingpan-Arkansas Project's Ivanhoe and Continental Divide tunnels and will be stored in the project's eastern slope reservoir system. The contract provides for charges that are expected to average $1.30 per acre-foot for conveyance and $2.50 per acre-foot for storage, or a total of $3.80 per acre-foot for the combined services. The charges will be less than the long-term average through the year 1983 and greater than average during the years thereafter, to enable the Company to finish retiring a loan made in 1959 for earlier rehabilitation of the deteriorated tunnel. The Company will have a contract right to store up to 10,000 acre-feet of wate~nnuallv in eastern slope reservoirs of the Fryingpan-Arkansas Project when there is unused space not required for project operation. Additional storage may be allowed the Company during years when unconnnitted space exists after other project storage requirements have been met. The approved contract is advantageous to the Fryingpan-Arkansas Project as well as to the Company, since the services can be provided without additional cost to the project and the additional revenues will enhance project payout. The contract will be executed in the field by the High Line Canal Company Board of Directors and by the Regional Director of the Bureau of Reclamation in Denver, Colorado. x x x http://archives.mountainscholar.org/cdm/ref/collection/p17393coll32/id/5116 |
