Each day new evidence is received with respect to the. declining quality of the American environment. Upon creating the Council and Conunittee, President Nixon noted, "The deterioration of the envh·onment is in large measure the result of our inability to keep pace with progress •.•• We need a strategy of quality for the se-venties to match the strategy of quantity of the past." · The Environmental Quality Council will be a cabinet-level advisory group; the structure of which will apparently parallel that of the National Se-curity Council and Urban Affairs Council. Mr. Nixon will serve as chair-man; D,:. Lee A. DuB ridge, thE: President's science advisor, wi 11 be its Executive Secretary. Members of the Council will include the Vice Presi-dent and Secretaries of AgriculL:ure; Commerce; Ht:alt.h, Education and Welfare; Housing and Urban Development; the InLerior ; and Transportation. The Executive Order also creates a 15-member. Citizens! Advisory Committee on Enviro.'.lm.ental Quality which wiil be chaired by Lau.:ance S. Rockefeller. The Council, with the assistance of the Citizens ' AnJi.sor/ Committee, will examine the full range of variables which aff:ect envirornnental itc • and suggest ways becween the fed-eral government, and pr:t vate o:rgu.uizations in environmental programs; encourage p11blic anc pri vate participation in programs and activities to protect against pollution of the nation 1 s air, water and land and its living resource~; tacilitat:e. coordination among departments and agencies of the fecieral government .i..1 protecting and im-proving the environment; and advise and assis:: the P:cesident with respect to environmental quality matters. In additi<x1 to other duties, the Envi-ronmental Quality Council will assume che :unctions of the President's Councii on Recreation and Natural Beauty which it replaces. At this time, there are many questions ye: unanswere:d or~ the activit:ies, scope and procedures of the Council.
